The authorities of the Shibuya district in Tokyo have asked Japanese people not to celebrate Halloween this year, following a tragic stampede in Seoul last year. The incident in Seoul resulted in the death of 159 people and 197 injuries. The area around the statue of the famous dog Hachiko, where young people usually gather, has been closed off. In addition, the consumption of alcoholic beverages has been prohibited in the district until the morning of November 1st.
